In an era where urban design and digital innovation converge, a new generation of professionals is reshaping how cities evolve—those who blend system thinking with interdisciplinary creativity. Among them, Zhilin Cai stands out as an urban designer recognized for his outstanding ability to connect design, data, and technology in advancing urban innovation. Known for his leadership in transit-oriented development (TOD) and digital integration, Zhilin has become a driving force in transforming design workflows to be more efficient, intelligent, and human-centered. His work spans continents, earning international recognition and numerous professional honors.
Global Influence and Recognition
From North America to Asia, Zhilin’s design footprint extends across multiple countries and regions. His urban regeneration proposal for Yuyuan Plaza in Shanghai earned the Silver Award at the 2025 MUSE Design Awards and the Winner title in Urban Design at the BLT Built Design Awards. Several of his digital visualization works were also exhibited at the Esri User Conference 2025 Map Gallery in San Diego, drawing attention from both industry leaders and academic experts.
In Fort Worth’s Butler Place Access and Development Plan project, Zhilin developed an industry-leading Digital Deliverable Workflow—a collaborative platform that integrates GIS, 3D modeling, and visualization tools to enable real-time, interdisciplinary coordination. The framework received outstanding client feedback and was showcased at AECOM’s Global Knowledge-Sharing Webinar Series and the American Planning Association (APA) Texas Chapter Conference, where it was recognized as a model for innovation within the company’s global practice.

Key Role at Distinguishing Firms
Currently based at AECOM’s Global Headquarters, Zhilin serves as an Urban Designer, where he excels in digital design integration, system-based planning, and collaborative project delivery. As a key member of AECOM’s interdisciplinary design team, he has played leading roles in a series of high-impact national and international projects—ranging from transit-oriented development (TOD) and infrastructure design to digital urban growth strategies.
In the United States, he has led or contributed to several milestone initiatives, including the Austin Core Transportation Plan, the pilot project for the city’s Strategic Mobility Plan, which continues to shape downtown mobility and investment strategies, and the Fort Worth Central City Mobility Hub and Access Butler Place Plan, which reconnected the urban core and catalyzed new waves of redevelopment. He has also contributed to major TOD projects in Houston, Chicago, Mesa, and Grand Rapids, advancing sustainable city-making through design and mobility integration.
Beyond the U.S., Zhilin has played critical roles in several strategic international proposals, such as the Auckland Transportation Development Strategy (New Zealand), the Hong Kong North Metropolis Development, and the TSMC Fabrication Campus Parametric Design Study. These projects showcase his maturity in integrating cross-regional urban systems and digital design methodologies, solidifying his reputation as a rising global leader in urban design.
Commercial Success and Impact
Zhilin’s portfolio highlights both design excellence and substantial, measurable commercial impact. In the Austin Core Transportation Plan, he served as the lead urban designer for the 5th and 6th Street priority corridors, creating the street concepts and visual framework that shaped the plan’s most critical components. The ACT plan—widely covered by local media and cited by city agencies—guides two multi-billion-dollar infrastructure programs, including the I-35 Expansion and Project Connect. With an estimated implementation value of USD 835 million to 1.13 billion, the plan’s priority project on 6th Street has already advanced into public review, with construction scheduled for 2026, demonstrating how Zhilin’s design work directly informed funded capital improvements.
In Fort Worth, Zhilin led the design of planning scenarios and developed an industry-leading digital deliverable workflow for the Butler Place Access and Development Plan, significantly improving coordination and stakeholder engagement. This framework resolved long-standing access barriers on the 42-acre site and reconnected the district to Downtown, unlocking redevelopment conditions that had been stalled for decades. Following this work, the site was incorporated into the city’s redevelopment strategy and positioned alongside more than 2.4 million square feet of active projects valued at over USD 1 billion. Zhilin’s contributions directly shaped the planning logic behind these investment flows, underscoring the project’s commercial significance and his substantial impact on the city’s growth.

Vision for the Future
Zhilin believes that the future of urban design lies not only in creating physical spaces but in building systems that continuously learn, collaborate, and evolve. Through his ongoing work at AECOM, he continues to advance digital delivery frameworks that enable design teams, government agencies, and communities to work together seamlessly—empowering smarter decision-making and more transparent urban governance.
With his exceptional expertise and visionary approach, Zhilin Cai has emerged as one of the most distinguished voices in the digital transformation of urban design. His pioneering contributions—spanning award-winning design, high-impact public infrastructure planning, and industry-leading digital workflows—have earned him broad recognition from government agencies, international institutions, and major professional platforms. Through sustained excellence and measurable influence on both economic and social outcomes, Cai has established a professional standing that is widely regarded as remarkable for his generation of designers.
